This thing sticks out like a sore thumb to me and I wanna get rid of it, lol.

Looks like rust, n looks like someone tried fixing it by putting something over it so water wouldn't seep in.

pull the gasket back and sand it down to bare metal and primer over it

I bet part of the metal has completely rotted away. What you can't see is the worst part. The correct way would be to cut out all the rust and weld in new metal. It's not an easy job.
Rust is like cancer, if you don't remove it completely, it will return
