D16 non vtec would be a D16y7 from a 96-00 Honda civic DX and LX.
The teal? car looks like it has some rust issues on the drivers quarter wheel archs.

Well here in cali i just bought my 100% mint teal 93 Si with 200k from original owner for 3500 with brand new mudflapps on the side. just for you to get a feel. if i paid $100 extra or $1k it was worth it to me.
for what i see that guy gave it some bolt ons and some paint. did he do suspension right? other than that its stock ya? looks pretty nice. Id start the bidding at 1500 and depending on how bad u want it go up from there. I wouldnt go over 2500 whatsoever. a hatch comes a dime a dozen. if its exactly what you want get it.
pics up soon!!

That is a decent deal, always negotiate though!
Request the car be cooled off when you look at it . . .
Pull the rad cap off check for slime (oil in coolant)
Remove the oil cap and check for slime (coolant in oil)
Check for any major oil leaks (head and valve cover leaks etc.)
Warm the car up and bring up to operating temp to make sure the rad fan turns on.
I always get worried when those "racey add on's" are put on by a previous owner, gives me the impression that someone was beating on the lil D15B7. To each is own though!
I bought m for $2400 bone stock, clean, from an older gentleman. It was repainted though, same color too! I noticed much overspray so I wet sanded with 2K grit. Looks great now.
When I buy Hondas I always get all up in it, sellers get a little nervouse when I intend to buy it and bring my own tools (10,12,14,,17,18,19mm sockets and wrenches as well as a leakdown and compression tester). I wound up talking somone down from $2600 to $1200 for a GSR sedan because #3 cylinder was -40 lbs psi lower than the rest. Later found out the car was improperly boosted on 15 psi. (#3 heats up quickly due to the firing order of hondas.)
Look it over the best you can than go in for the kill and make your offer
