Could be a few things. Do you have any MIL codes?

Stuck throttle plate, bad idle air control (IACV), bad fast idle control(FITV), big vacuum leak(ie: throttle body gasket or brake booster hose), bad/stuck TPS, Throttle stop screw moved(This is the one under the gold throttle wheel that has a small nut and allen key in it).

Also here is a link with all the info you could want on the IACV, FITV, and Honda PGMFI idle control.

That high of RPM means you have a major vacuum leak. Should be easy to spot. Start by looking over your hoses.

After you find it, set your idle properly. Don't just grab a screwdriver and crank the adjustment screw. There's a procedure to it.
