Sound like you have a BIOS problem. As the computer boots, try pressing F8 and boot into safe mode. If you can't even get to the loading screen, try flashing your BIOS on your motherboard, you'll need to reset the jumper (depending on the mobo).
If this fails, do this...
Boot PC up,
Press Del button to get into the BIOS. (may be different button depending on make of motherboard)
Once in BIOS, look for boot sequence... Boot devices... Boot list, whatever your motherboard has called it.
Set CD-ROM as main boot device, HDD as second.
Exit BIOS and save.
(Computer will re-set)
As your PC boots, put the XP disc in
Follow on screen instructions to install it on your HDD.
XP will install in compression form on your HDD (takes about 15-30 mins depending on your set-up)
Then XP will want to re-start your computer
As it re-starts, press del again to go back into BIOS.
You will now want to set your HDD as your main boot device, then CD-ROM second this time.
Exit Bios, and save.
Upon re-start, XP will now continue to install on your HDD (extract itself)
then BAM, you're done.
If you are going with XP, make sure to get SP3. It rocks.
