-New VSS
-Checked all wiring (Checked voltages on cluster wire, ECU wire, and wires at the VSS)
-Changed out cluster

What else could it be? It's the only thing holding me back from VTEC.

JDM D15b VTEC. P28 ECU. CEL came on for code 17. What else could it be?

this is a long shot but things like this do happen. i know you said you checked the wires but did you check the pins inside the connectors on both the speed sensor and the plug from the cars harness? my girlfriends old coupe had a CEL for the VSS so i got a new one and it didnt work at all. turns out one of the pins in the connector was broke off due to corrosion. i got a plug from a pick n pull and hooked that up and it never had another problem
