Weeeellll.... how much psi do you want to put in? I say what you need to do it just maybe some new gaskets like the headgasket and what not... and maybe do a compression test to see if your piston rings are worn or your valves are jacked 
... other than that... depending on how much psi you want.... I dont think anything forged should be necessary or new rods either.... iono

Read this mag. D16 RAPPED the b16 and cost way less to do. Bigger isn't always better. some b series owners just hate the d cuz they are in denial that they can't compete with something smaller and cheaper than what they got

Swap it with a JDM D15B power tuned (not the D15b VTEC-E), in the right tuning, you could outperform a B16A anytime, BUT LOW 13S? The folks here are right, you need to get some kind of forced induction to get that fast.
What else can you ask for a car that you can sell at the same price when brand new more than 10 years later?
