umm weird and annoying problem

ok heres the problem...... ive had this problem for a while now and i just got around to it today i have a 93hb d15b7 with a edelbrock mani, full exhaust, header, p75 ls ecu, intake, and ex tranny. i just changed the IACV and that useless valve bolted to the bottom of the TB witch i bypassed BTW and they work great everything idols perfect but when i give it gas it goes "rum rum rum rum " with steady pressure on the gas peddle. it even does this while im driving and excelerating normally but if i stomp it it doesnt do it im stumped on this one guys need help thanks

to start, why not use the correct P06 ecu on your d15b7? Next hook up the coolant lies the way it was in order to start diagnosing the problem. (it's easier to start figuring out with things the way they should be)
Do you have CEL?
Moving this to Engine since it is not about the Hatchback Chassis

cause the p75 is chipped and tuned and im red lining at 8500rpm with it and when i had the stock mani on i had the coolent bypassed and it ran fine and what do you mean by CEL

i hope you're not reving your motor that high. CEL= check engine light.

does anyone think it could be a vacuum problem
