It could if it is not biting the flywheel like it is suppose to it will not engage your trans. When you press the clutch pedal down it forces the pressure plate to move the clutch disk away from the flywheel and allowing you to change gears. as you release the clutch pedal the clutch grabs back onto the flywheel and allows the car to continue moving.

Long block is just a nick name for an assembled motor. Short block is a term for just the bare bottom end.
