Civic EG

So my car was broken into a week ago, they broke my ignition so forth and stole stuff, so today i bought a new ignition, but my problem is my steering coloum does not have a tilt bar

I need to move my steering wheel down to tap out the two brake away bolts on the top of the ignition so i can remove the old one and replace it with the new one, does anyone know how i can move my steering wheel down?
