What kind of paint to use on this

Dash Seats, Steering Wheels etc... If it's inside your Civic then it's in here.

and he also painted around the cluster red and where the cup holders are at. i dont really like that. do you know where i can get paint to paint that? what store? and what paint to use?

Give paint stripper a shot. If it the plastic fades, hey, you were going to paint them anyways. :D

+1 and an awesome paint stripper for plastic, or brake fluid would too, most paint stripper melts plastics
