I agree, tuning is most important. I would research more on turbo setups and how they work. Instead of designing your system to work around a certain psi, you should build your system around a horsepower number. Also what is the car used for? (drag, auto-x, street, dyno queen...) From there you can figure out what kind of turbo you want which is a better starting point than a psi #
Also is your engine d15b7 or d15b8? If it's the b8, then I would not even bother boosting it. The b7 has a little more potential, but not much as the rods are pretty skinny on those motors. The more WHP you make, the sooner/more likely your engine is to go boom. Lower miles is always better when boosting too
If money is an object, you are better off piecing together your own kit which will require a lot of knowledge & research, or chancing it on an ebay turbo kit. Limited budget and turbocharge usually don't belong in the same sentence as reliable
