I've seen it done on V8's before. A Roots type supercharger gives low end power and a linear bump in HP through out the power range while the turbo adds more HP as the RPM's rise.
But that was back in the late 90's. Like Stefan said, nowadays we have much more technology to play with
There's even turbos that have fins on the turbine that adjust to eliminate turbo lag. It's on some of the expensive exotics.
