Sure you could ... high compression and a good turbo cam. Oh yeah ... and revving to the moon.
It all depends on what you want to use the engine for a smaller (properly sized) turbo will get you a nice smooth power band and good power delivery all the way to red line. If you want more peak power (and consequently a peakier power band) step the turbo size up a bit. Or if peak power isn't what you want and you don't plan on revving the piss out of the car all the time, consider a small frame turbo for gobs of low end torque, it will run out of breath and actually choke off your power up top, but it will be a shit ton of fun on the street.
For a type-R motor I would personally use a bigger T3 or a T3/T4 beacuse I like my turbo response ... full boost by 3.5K (ish) is a kick in the pants and all sorts of fun even if you aren't making big numbers (although you can with T3). High comp + turbo = win.
