98 Neon , no fuel to engine?

so my step dads 98 neon wont start has air has spark but i unplugged the line that goes to the fuel rail and a little drip came out then i told my brother to start the car and nothing came out so is it safe to say the fuel pump is the issue? or the fuel pump relay?

I would check the pump and the fuel filter to start.

I had a 97 Neon that did the exact same thing. Bad fuel pump.
