For max power the best combo is a D16A6 block (88-91 Si or RT4WD) and a D16Z6 head. You need a new quality headgasket and ARP head studs. You can turbo or install high compression pistons and a cam / cam gear and you'll be unstoppable. This combo is apparently capable of 400+ hp.
For power goals maxing out around 250 hp, you can use any block besides the CX and VX. You can put a D16Y7 or D16Y8 head on a 92-95 non VTEC block. This raises the static compression ratio so you'll need to have it tuned. I recommend using an OBD1 intake manifold, injectors, and throttle body to avoid the hassle and mess of using an OBD2 manifold. Z6 or aftermarket is best. Again, serious power requires a tune, a cam / cam gear, pistons or a turbo.
The much easier and safer approach is to import an OBD1 JDM D15B VTEC or SOHC ZC VTEC (1.6L). If you're not changing the pistons or cam and you just want a motor you can drop in, this route makes the most sense. It's also much more convenient to get the VTEC trans which is absolutely critical no matter which route you go. With bolt-ons and a tune you're able to achieve 120 whp which is quite impressive from a SOHC 1.5-1.6L.
