#215152 I've read that sometimes a plugged PCV valve will cause oil to be pumped into the intake and re-gum up the throttle body. did it go away when you cleaned it then gradually come back?

Also, what part of Cincy you from?

NEGATIVE :x dont touch that screw at all. it was set at the factory and painted as you can see to never be or get or become adjusted. that will only throw your TPS off. if it's sticking check the cable itself. while mounted on the Manifold with the cable on open the the throttle by hand and see if the cable has alot of SLACK as if it could come off hang off the side a bit. if it does tighten up the cable but just leave a lil bit of slack abd spray the heck out the spring that is there with wd-40 or some good grease..

should be moving freely.. have you done anything to the throtlle body at all as far as mods?

You can adjust the TPS to compensate, but honestly it doesn't look like moving that screw will help with the stickiness.
