i need some help. i keep hearing P28 but i also hear therz a better one fer tha ZC

you can use any honda obd1 ecu to run the engine. however unless its a p28, it will run like poop.
For example a p72 off the OBD1 b18c GSR will have vtec crack earlier and give you more advanced ignition maps, however given the fact that your SOHC D Series isn't DOHC its dizzy isn't going to give optimal timing for your spark.
Unless you have an aftermarket cam having vtec "crack" earlier will only hurt performance. VTEC is made to contune your torque curve. turning it on earlier wont make you faster but inversely make you slower.
So in addition to only slowing your car down, Running any other ecu then the p28 will not give you the fuel/air and spark that you you need when you need it so it can possibly damage your engine.
If you go to a Tuning shop you can get a "Performance basemap" put onto your ECU. Most of the time these are rubbish. If you get a good tuning shop to do a good dyno tune then you can make additional power, however they are not cheap.
So in a nutshell to answer your question, No, there is not a better ECU to run a 1.6 LIter ZC VTEC or a D16z6(same engine, one jdm, one usdm) then an obd1 p28.
