catalytic converter?

I looked under my car couple times after i've taken it for a little drive and when I looked under it the first time the whole cat was Bright red is it clogged? this just started happening.

They get clogged for a reason. You're most likely running rich which is bad for power and reliability and will just kill the next cat you put on there.
Also check your ignition timing.

^^^^^^ I had the car stalled for about a good 3weeks can that have affected it as well?
the cayt was like 3 years old.

Stalled? Stored? Storing a car does not hurt the cat.
Cat converters are rated to last 100k miles and they'll last much longer than that if your engine is running properly. They only go bad due to certain types of contamination like certain chemicals that shouldn't be going through your motor like sealants or cleaners. Running rich is the most common due to neglect or poor choice of modification (such as fpr or injectors). Burning coolant, running lean. Ignition timing way off.
