Do all civic have one? MY car doesn't come with one here is the pic for you guys that dont know how it looks it goes under the throttle body

well the problem i have is that every time i turn on the car in the morning it idles high then after it warms up it just idle normal might this be the problem?

my fitv is plugged up and it idles at 1500 until it gets warmed up. so im not sure if it not having one would make that difference. because 1500 really isnt that high for a cold engine
