hi teal_dx could this CEL #17 be the problem of my hard start in my car?
sometimes its takes 15mis - 1hour b4 it would start and would need to hear a click right after the CEL goes out b4 it would start

Usually it results in your speedometer not working. Here's another active thread about that:

If your speed sensor goes bad. Dont get a new one right away. I took mine out, cleaned it and its been working since. About 3 months now. It could buy you some time

once the speed sensor actually throws a CEL, it can mess with the throttle position sensor and all kinds of little stuff making the car run like shit or not start even..
this happened to me. there's a guy on ebay that sells a replacement for like $20 rather than the $160+ or something dumb that the dealer wants.
