you have an OBD1 car. only OBD2 have the port to read the codes.

#233044 OBD1 has a diagnostic connection but it's not the standardized OBD2 type. There are Honda specific scan tools that plug into those two plugs under your glove box near the speaker.

#233791 Theres a little jumper on the car underneath the dash on the passenger side.

You stick a jumper wire in and the CEL lights will flash. You read the CEL flashes on the obd1 car. 1 long flash equals 10 and short flashes equal 1.

Obd0 cars have the light on the ecu itself and you can read the flashes from there.

obd2 the same as obd1 or use a scan tool.
