Something isn't quite right. certain rpm's are sluggish

Ok, i've solved the cam timing issue, timed it as stock on ignition and valve, adjusted the valves, checked the plugs, and I'm still having the same issue. It fairly good but I've noticed that when I run the rpm's up to get on the interstate it's kind of slow between 3 and 4 grand. Sometimes the engine hits 4000 rpm's everything changes and I can actually feel the car push harder, other times it doesn't happen and it feels sluggish through the whole rpm band. It's not a VTEC. It has 220,000 miles on it and 150 lbs of compression on every cylinder. The coil is lass than a year old.
Does anyone have any knowledge of the pick-up in the distributor causing this type of issue?

Have you changed out any other tune up items such as fuel filter, wires, cap/rotor? Cleaned out throttle body?

Plugs and wires are fairly new, regapped during valve adjustment. Cap and rotor are looking good. New fuel filter. I haven't cleaned the throttle body though. I'll give it a try....
