Car wont rev past 6000 rpm and No Vtec!

I have a d16z6 and my car wont rev past 6000 rpms. I've been searching all over this forum and other forums even google and I cant really find a solution for me. It's not throwing out a code, it feels like it's loses power at about 4500 rpms and vtec doesnt engage. I already made sure I'm running a p28 ecu and yes it is a d16z6 for sure. The previous owner said they recently changed the timing belt could bad timing be the problem? If not can someone help because i'm lost :?

Check your oil level. vtec runs on oil pressure. and if you dont have enough of it the solenoid cant engage.

I just got an oil change last week Wednesday

Doesnt make a dif. They might of put the filter on wrong and oil leaked out. Or they could of forgot to tighten up the nut all the way. Or they didnt completly fill it.

i would recheck the timming and the vtec gasket could be pluged so you might want to check it too.

No there isnt a CEL but i had an o2 CEL when i first got the car in sept. and i changed my headers and o2 a month ago, I recently cleaned out Vtec solenoid gasket less than a month ago, and checked my oil pressure and it's fine. My speedometer and tach both work. what else is there? And if my timing is off a bit how would i go about fixing it?
