Ran hot/ won't start

I'm new to the honda world. Bought a 95 civic sedan from lady that said the cars was running hot and they parked it. It turns now but won't crank. I know this is a possible head gasket/ warped head. Is there a way I can make sure before I buy a engine for it. Also if it is the head. What's the best solution head gasket swap or engine swap. Thanks

Can you turn the engine over by hand?

It'll turn over by key. Just won't start. When you try to crank it it just turns over but won't catch

Start with the simple stuff- Check for spark and listen for the fuel pump priming.
Once you're sure you have spark & fuel, I'd do a compression test. Also check the fluids and see if they are contaminated (coolant & oil).
