The car is looking for a secondary o2 sensor. is the d15b vtec or non?
what year is your civic? They started putting secondary 02 sensors in late 95.
I would swap your ECU back to the p08 for now.

it is a 95 this is my old ecu i use on z6 before i blew it up and swapd to the D15b i went from the p08 to the p28 because the p08 is a 1 wire O2 and my O2 went bad and i got shitty gas milage but it only has 1 O2 sensor

you need to get a 4 wire o2 sensor that is your problem. its searching for the heated element in the sensor and with only having a 1 wire on there then its not able to receive the signals from the o2 sensor correctly.
