mini-me to rich ??

i have a mini-me d15b7 with d16z6 head and a p28 ecu and its running way to rich cant figure it out why and also im having problems with ign-timing.
i had a P06 ecu first and the car was running fine, then i put in the p28 and all messed upp, tried the p06 again but it did not matter, still messed up.
have tried search but nothing helped so far.
i have checked;
timing marks line upp at tdc.
new dizzy for d16z6.
new z6 timing belt.
injectors are ok
i.a.c is ok
uhh dont remember what else.
any more ideas would be grate.

throttle body maybe? what plugs are you running? if autolite get different ones....ummm if it ran fine with the po6 and now its different with the p28 and the po6 you can rule out ecu. did you pin vtec correctly? maybe check the fuel regulator or get an adjustable one....thats really all i can think of since everything else you said was something you already did....
Also did you use the D15's intake or the z6's (I think there is a difference but not sure....)

any check engine light? maybe you fouled the 02 sensor, try borrowing one and see if it runs any better before buying a new one.

is there a way to check o2 sensor via voltmeter?

what plug wires did you use?
should be the vtec ones (like the d16z6 uses)
also the plugs, should be NGK ZFR6J-11
also set your base timing @ 16* btdc.
as mentioned above the Z6 intake manifold is better.
more air with the same amount of fuel = less rich.

How do you know it's running rich?
Is it always rich or just at idle? Check the vacuum hose to the fpr. Then try another fpr.
Yes you can check the O2 sensor for "laziness" with a voltmeter. It will bounce between 0-1V constantly after it warms up. If anything else is wrong with the O2 sensor it will throw a CEL. If the sensor is old, you can blast the tip clean with a torch.
Why haven't you set your ignition timing? Do you have the wrong distributer? Did you jumper the diagnostic connector before you moved the distributer?

I have been chasing my tale for 3 days now. i took the new distributer apart and all screws were loose inside and 2 were gone

. aftermarket p.o.s . but now it missfires and no throttle response.(still bad timing??) set it 16*bftdc.
it could show to rich on exhaust meter due to bad ignition .. right??
have but in z6 spark plug wires,the plugs u told, fpr is ok ..
geting original dizzy on monday . hope thats the problem.

ok this is beyond my understanding, the p28 ecu shows no cel ,i check anyway and a solid light, put in the p06 , same thing ,solid light , put in another p28 ecu from a coupe an then i get a code 21.-VTEC Solenoid Valve
what am i doing wrong.
i thought i knew my way around Honda but this car is proofing me wrong

sounds like your vtec solenoid is not connected, or shorted.
A4 on your p28.
