it's on the back of the block by the oil filter. It acts as a baffle to prevent blow by from leaving the crank case while relieving pressure as part of the vacuum system on our cars. There's a pcv check valve going to the intake manifold to make it work properly on NA setups. The other tube looks like it goes to the valve cover to vent pressure from there too.
