You don't concern yourself with watts when troubleshooting a car's electrical system. You can check for battery voltage on the yellow/black wire and you can check some pins on the ECU but since you're asking about watts, I'll give you something else to try.
First of all, if there was an electrical problem with the IACV, it would throw a code 14. But put the key on with the engine off and stick your head under the hood to listen for a buzzing or rapid clicking. That strange sound is your IACV working properly.
Have you or anyone else messed with the throttle adjustment screw? If not, then don't mess with it. But it could be clogged and you'll need to remove the throttle body, remove the MAP sensor, clean the throttle body and all it's passages, then replace the gasket. Also clean out the screens in the IACV.
