No speedo / vtec?

I have a 94 civic lx with a b16a swap running a p30 ecu, my speedo doesnt work all the time and i have no vtec. Can anyone give me a clue as to how to check and see if my gauge cluster is bad?, the d series i had in it had the same problem so i know its not the vss, thanks in advance.

Borrow a cluster from a friend, plug it in and see what happens.

check wiring from vss to the speedomoter with a volt meter, if vtec won't engsge that means your ecu isn't seeing any speed from it.
