I'm burning oil in high rpms. Lots of smoke out the tailpipe. Think its the valve stem seals. Do I have to take the head off to change that. Or can I leave it on and take the valvetrain apart?[/code]

you can leave the head on to replace them, you will however need to compress the cylinders with air to keep the valves from falling in.
And valve stems sound like the first thing i would try
Maybe you should try a compression/leak down test prior or after the replacement just to be sure!

what motor you got?
basically ALL B and D series Vtec motors burn oil at high rpm's.. not sure about newer ones.
noticing puffs out the back = normal.
leaving a smoke screen behind you = probably the valve seals.

Try the compression and leak down tests first. That will point out if you have a real issue or not.
Normally if you can see a cloud or film left behind that's to much, a small buff as said would be semi acceptable ... i say semi cause i don't like it lol
