1st of all, is your car well maintained, recent tune up? any check engine light?
2nd, 20-30 kmh is equal to what mph, maybe 10-15 mph?
that is normal for our torqueless civics not to be able to accelerate quickly in 2nd gear doing 10 mph.
It also makes a big difference which transmission you are using. there are short gear (faster acceleration) and long gear (slower acceleration) transmissions.
The ex and si models with the d16z6 here are the short gear trannys. the dx and lx models with d15b7 have a long geared tranny. the cx and vx with the d15b8 and d15z1 have an extremely long geared tranny. good for fuel economy but not for accelreation.
