He means take your T-stat out and put it in a pot of water on a stove with a thermometer in it. If your T-stat begins to open at 170degrees and is fully open by 190degrees, it's working properly.
IMO, that's more trouble than it's worth. Just replace your thermostat first, then if it still overheats, replace your radiator cap, and flush your cooling system. If it still overheats, replace your waterpump. Might as well replace the timing belt while you're in there. You'll regret it in the long run if you don't.
