If it's put together right there's no reason it shouldn't pass. What are you using for engine management? A stock P28 is your best bet. If you have extensive mods, you'll need a dyno tune to pass.

If your car came with v-tec already and you used a non-vtec bottom end then your good because your car technically came vtec. I live in Cali as well in the Sacramento area. I would just put some mud or grease on the block where the engine code is so they can't see it
