Hrm. Multiple variables in this equation.
In the the article I read they had put pressure sensors on different parts of the front of an EG, and they also had little strings stuck all over the front end. The result they found is that the fog light hole is a low pressure area and that you're better off plugging it and having your filter behind it. Or gutting the headlight, but then you have to take the pipe length into account. Length and diameter of the pipe is what determines the hp gain while air temp has very little relative effect despite the "cold-air intake" moniker.
The air doesn't strike that area, it's flowing sideways from the center. Air flowing sideways in front of a hole will give you lower than atmospheric air pressure. I'm willing to wager than the inlet in the pic above this post is also sucking air away from the intake. The high pressure areas are the headlights, the radiator, and the base of the windshield.
You can call BS on me because I don't have the article. I want to say Super Street but I could be wrong. The reason why the conclusions stand out in my memory so strongly is because before learning this, I had cut away the plastic between the slats in the fog light hole to expose the air filter. I felt pretty stupid after reading the article, and later I swapped the bumper when I was about to paint the car.
