Its a reinforcement for when people cut out holes in there bumper and then call it a defuser. Its a Glorifed bumper cutout for reduced drag.
A rear desuer will act like a spoiler except under you car, When the air goes out it, the air curves up, thus pulling the bottom of the car down. Rear Defusers wont let air get into the bumper area.

) and it helps lol.. I notice I get better gas milage now so not a total waste
