#246819 I believe the second ones you describe are the non-stretch bolts used in OBD2 d-series motors.
I don't know if they are interchangeable. I'd bet that there would be 1 or 2 that didn't thread all the way in, often the bolts in the back corners of the heads don't like to be swapped.

From Honda, I got a whole new set of head bolts and torqued it right this time, replaced head gasket, replaced the water pump. timing belt .. set the valve rocker arm clearance and that took care of the issue... I thank you all for the support. The car runs great and I am now back on the road again.

those are called 'torque to yield' used on the the earlier usdm d15bx motors.
you cannot reuse them. the d16 headbolts look more like regular bolts. i have reused them without problems, but if they were torqued to 80ft lbs, they are probably a couple mm too long now.
